Major Reforms in Nigeria’s Oil Revenue Management

President Bola Ahmed Tinubu The Nigerian government, in rolling out the Executive Order 9 of 2026, introduced by President Bola Ahmed Tinubu, is targeted at protecting federal revenues and improving the management of the country’s petroleum funds. According to a statement by the Federal Ministry of Finance , the Implementation Committee for the order held a first meeting in Abuja on February 26, 2026, setting out steps to ensure petroleum revenues are managed transparently and in line with constitutional principles. The committee emphasized that all actions are meant to safeguard revenues for the Federation and support fiscal stability across all tiers of government. Promises Renewed Vigour Governor of Enugu State, Dr. Peter Mbah, has tasked the various Ministries, Departments and Agencies (MDAs) of the state government to meet the N870 billion target projected in the state’s 2026 budget, citing the unpredictability of external revenue sources like the Federal Account Allocation Committee (FAAC) allocation, given the prevailing geo-political tensions around the globe. Mbah gave the charge on Monday during a Holy Mass at the Government House Chapel to formally kick-start work in all government offices in the new year. Engr. Ogbuekwe Highlights Enugu’s Bold Move on Clustered Farming and Market Access

Engr Mike Ogbuekwe   Engr. Mike Ogbuekwe, the Managing Director/CEO of the Enugu State Marketing Company and Special Assistant to Gov. Peter Mbah on Agriculture, has emphasized the state government’s active drive for clustered, mechanized farming and structured distribution of farm produce across Enugu State. Ogbuekwe made this known in an interview, describing the initiative as a “two-pronged strategy” that enables both smallholder and large-scale farmers to operate efficiently, share resources, and engage in cooperative or out-grower and in-grower models. He explained that the Farm Estates, which cover 52,000 hectares across the state, provide each ward with 200 hectares cleared, fenced, and equipped with security and warehouse facilities, while plots of one hectare are allocated to community farmers and large-scale commercial farmers access land through the state’s land bank. Enugu Gov't Approves Construction, Reconstruction of 1,022 Urban Roads

The Enugu State Government has approved the construction and reconstruction of 1,022 urban roads in line with Governor Peter Mbah’s administration’s target to pave all the roads in Enugu metropolis before the end of his first term in office. This was made known at the end of the Enugu State Executive Council meeting at the weekend. Briefing Government House correspondents, the Commissioner for Information and Communication, Dr. Malachy Agbo; Commissioner for Works and Infrastructure, Engr. Osita Okoh; and Commissioner for Trade, Investment and Industry, Dr. Sam Ogbu-Nwobodo, said that the Executive Council also approved the Business Enabling Reform Action Plan for 2026, as well as a series of events for an unforgettable “Detty December” experience marking the forthcoming Christmas and New Year celebrations. Enugu Earmarks N10bn for Phase 1 of 135.4km Rail Project

_Plans to add additional 14 planes to Enugu Air_ _Car Assembly, Enugu Airport Concession to get N10bn each_   The Enugu State Government says it has earmarked the sum of N10bn in the 2026 budget as the state’s equity contribution to the first phase of the 135.5km standard gauge rail it plans to build in the state.   This was made known during a press briefing by the Commissioner for Budget and Planning, Barr. Chris-Roberts Ozongwu at the Nigerian Union of Journalists (NUJ) Press Centre, Enugu, on Thursday. Recall that Mbah had on December 2, laid a N1.62Trn 2026 budget, christened “Budget of Renewed Momentum” before the Enugu State House of Assembly. The budget figure, which is a South East record and a 66.5 per cent increase over the N971bn revised 2025 budget, comprises N1.3Trn Capital Expenditure, representing 80 per cent of the total budget and N321.2bn Recurrent Expenditure, representing 20 per cent of the budget.
